I could be wrong, but I believe that what you're trying to do can be achieved by using the mod_rewrite module for Apache and an .htaccess file (not editing your php.ini file).
You aren't going to find many php or apache savvy people here, so I suggest posting this in a place like Web Hosting Talk http://www.webhostingtalk.com/ and asking for suggestions there.
